For 2017, Sutter Health Plus will be offering individual and family plans that mirror the standard benefit designs outlined by Covered California. These HMO plans, offered only by Sutter Health Plus, are not eligible for the ACA Premium Tax Credits. They will be offering the standard benefit design Platinum coinsurance, Gold coinsurance, Silver and Bronze health plans in the Sacramento Valley and Bay Area counties.
2017 Small Group Rate Changes and Expansion from Covered California
Covered California announced today the rates and expansion plans for its small group health insurance exchange, Covered California for Small Business. The statewide weighted average rate increase is 5.9 percent, for employers and their employees beginning Jan. 1, 2017, which is down from the 7.2 percent increase in 2016.

Cigna files for 18% increase in California individual and family plan rates
Cigna has filed their 2017 California individual and family plan rates with the California Department of Insurance requesting overall rate increase of 18%. Cigna’s rate filing states the new 2017 health insurance premiums would affect 18,253 of their members in California.
Health Net requests 23% rate increase for 2017 California individual and family plans
The California Department of Insurance (CDI) has posted the health insurance premium rate increase requests by Health Net for their 2017 California individual and family plans. The overall increase request is 23%, with a maximum for some health plans as high as 34%. The Health Net rate increase would apply to 11,582 members currently in their PPO and EPO health plans.
Covered California 2017 rate increases and health plan expansions
Covered California announced the rates for its health plans in the individual market for 2017. The statewide average weighted increase of 13.2 percent, while higher this year, amounts to a three-year average of 7 percent, which is less than the rate increases before the Affordable Care Act (ACA) was enacted.

Anthem Blue Cross of California has released an infographic summarizing the factors which cause a grandmothered or legacy small group to realize a higher than expected increase in rates. In 2016 all small group plans must become ACA compliant. This means they must include certain new medical elements, but how the rates are determined are also affected.
Medicare prescription drug premiums projected to remain stable
Centers for Medicare & Medicaid Services (CMS) projected today that the average premium for a basic Medicare Part D prescription drug plan in 2016 will remain stable, at an estimated $32.50 per month.
