This proposed rule would amend standards relating to special enrollment periods, guaranteed availability, and the timing of the annual open enrollment period in the individual market for the 2018 plan year; standards related to network adequacy and essential community providers for qualified health plans; and the rules around actuarial value requirements.

The IRS announced to tax preparation professionals that they will not reject a tax returns because the tax payer has not indicated whether they had health insurance coverage for 2016. Under the ACA, if a tax payer has not had health insurance for most of 2016, they are subject to the Shared Responsibility Payment also referred to as the Individual Mandate.

Appeals court affirms Commissioner’s authority to protect health consumers
The California Court of Appeal has rejected health insurers’ lawsuit against Insurance Commissioner Dave Jones challenging regulations he issued to protect consumers from unlawful cancellations of their health insurance. The Association of California Life and Health Insurers (ACLHIC) sued Commissioner Jones to invalidate his regulations that protect consumers from having their insurance unfairly terminated, claiming the commissioner lacked the authority to adopt them and that they were inconsistent with statute.

Covered California Extends 2017 Open Enrollment With Agent Support
Open Enrollment for 2017 coverage with a Covered California Health Plan ends on Tuesday, January 31, 2017.
