Anthem Blue Cross is drastically reducing the number of California counties they offer health plans to in to individuals and families. They are restricting their plans to Region 1, 7 and 10

All the plans offered will EPO (Exclusive Provider Organization) with no out-of-network coverage. Anthem will retain the BlueCard for travel coverage for its Blue Cross members. The 2018 plans will continue to use the Pathway network of providers.
Blue Cross health plan can be purchased directly from Blue Cross or Covered California. They will offer the standard benefit designs on the Covered California exchange. Off-exchange, Blue Cross will offer all the standard plans plus they will offer five additional off-exchange plans.

The Silver 70 off-exchange plan is a virtual mirror of the standard Covered California Silver 70 but the off-exchange plan does not have the added rate surcharge, making it less expensive. All plan on and off the exchange include embedded pediatric dental and vision benefits.
