If you are a small employer, there is a tax credit that can put money in your pocket. The small business health care tax credit benefits employers. The credit is available to eligible employers for two consecutive taxable years beginning in 2014 or later.

Valley Health Plan expands with new San Jose facility
On June 13th the Urgent Care clinic will open first for Downtown San Jose residents. You will be able to come here when illness or minor injuries happen outside of regular office hours. Other services will also be opening – laboratory, pharmacy and radiology – making it easier for you to get the tests and prescriptions you need.
Rate reduction for Anthem Blue Cross IFP
Effective July 1, 2016, Anthem will implement an average rate reduction of 3.63%* for existing business on all Anthem Blue Cross Life and Health Insurance Company (CDI) grandfathered medical plans with an April 1, 2016 effective date. The new lower rates will be effective July 1, 2016 and forward; there will be no retroactive rate change. Click here for a copy of the Grandfathered Rate Sheet and sample member letter. Gender Identity discrimination prohibited under new health insurance rules
Final rule prohibits discrimination based on race, color, national origin, sex, age or disability; enhances language assistance for individuals with limited English proficiency; and protects individuals with disabilities
Moving won’t guarantee health insurance enrollment
New rules limit the circumstances in which someone may qualify for the permanent move SEP to ensure consistency with the original purpose of that SEP. An Interim Final Rule with Comment (IFC) published in the Federal Register provides that individuals requesting a “permanent move” SEP must have minimum essential coverage for one or more days in the 60 days preceding the permanent move, unless they were living outside of the United States or in a United State territory prior to the permanent move. This ensures that individuals are not moving for the sole purpose of obtaining health coverage outside of the open enrollment period.
Chinese doctors drop out of Chinese Community Health Plan
Chinese Community Health Plan announced on May 10th that the Chinese Community Health Care Association of doctors will no longer accept Chinese Community Health Plan insurance as of July 21, 2016. Chinese Community Health Care Association (CCHCA) is a non-profit association of doctors serving the San Francisco region since 1982. According to Chinese Community Health Plan, CCHCA’s exit out of health plan affects individual and family plans (including Covered California), small group plans and their Medicare Advantage plans.
Can’t login into Covered California, new one-time passcode
Covered California will implement a one-time passcode to consumers or enrollers who can’t login to their accounts. The one-time passcode can be sent via text message or email. The new feature for gaining access to the Covered California account will be released on May 16th with other updates to the online enrollment system.
Undocumented children to gain Medi-Cal through Covered California
Covered California will be performing an update to their online application that will allow undocumented children to become eligible for full-scope Medi-Cal benefits on May 16, 2016. Children under 19 years of age and whose household income is below 266% of the federal poverty level will not have to verify their immigration status. They will not have to provide proof of citizenship, lawful presence, or proof of immigration status in order to become eligible for Medi-Cal.
Incarceration status and health insurance subsidies
The Centers for Medicare and Medicaid Services has released a Frequently Ask Questions documents discussing health insurance subsidies when a person is incarcerated in jail or prison. This includes such situations of a person being arrested but not yet convicted of a crime and those on probation and parole.
