New Amendment to Agent Contract & Required Voter Registration Training
Voter Registration Requirement
Under federal and state law, Certified Insurance Agents are required to offer consumers assistance with voter registration. You are required to complete the Voter Registration training before November 1, 2015 and electronically sign the Certificate of Completion, included with the DocuSign® materials, no later than November 15, 2015 to avoid the risk of termination. You can complete the Voter Registration training now by clicking here, then navigating to the “Downloads” section to find three separate voter registration training guides.
All Certified Insurance Agents must sign the amended Agent Agreement. The amendment addresses changes in federal regulations along with other important contract revisions including:
- Removal of language specific to payment for Medi-Cal enrollment assistance
- Commission rates for the small group market expansion (51-100 Full-Time Equivalent employees)
- Annual federal voter registration training requirement
Watch your email for the Agent Agreement amendment! It’s vital to the continuation of your certification that you review and sign all documents by November 15, 2015.
Covered California will begin sending the Agent Agreement amendment and Voter Registration training and Certificate of Completion to Certified Insurance Agents this week via DocuSign®.
A complete summary of changes will be outlined in the material you receive.
Instructions will be included for electronically signing the Agent Agreement amendment and completing the Voter Registration training requirement.
The contract amendment, Voter Registration Training link and Certificate of Completion will be distributed to agents in batches beginning this week through the end of October.

Don’t delay! Once you receive your Agent Agreement amendment and Voter Registration training packet, please sign and submit the required documents to avoid termination.
