Rate reduction for Anthem Blue Cross IFP

Anthem Blue Cross of California

July 1, 2016 rate reduction for California Individual Grandfathered plans

Effective July 1, 2016, Anthem will implement an average rate reduction of 3.63%* for existing business on all Anthem Blue Cross Life and Health Insurance Company (CDI) grandfathered medical plans with an April 1, 2016 effective date. The new lower rates will be effective July 1, 2016 and forward; there will be no retroactive rate change. Click here for a copy of the Grandfathered Rate Sheet and sample member letter. This mailing will go out by the end of May.
Please note, this decrease does not trigger a special enrollment period for these current members.

Also please note, a small number of members may have a higher rate because they made a change such as moving to a new rating area, adding a dependent or changing to a different plan. The rate reduction will be applied to them, but they will have a net rate increase because of the change they made and will receive this letter.

Sample Letter

Dear _________,

Thank you for choosing Anthem Blue Cross for your health care coverage. Earlier this year we sent you information about a rate increase to your health benefit plan. As of July 1, 2016, your monthly payment on your plan will decrease.

Your new monthly payment will be $xxx, a decrease of $ or xx%. The change in your rate is based on your account status as it was at the time the prior renewal notification was sent. The new rate may not reflect changes to your account due to an address change, member add, or plan change. However, any new changes will be reflected on your bill. If you have questions about your new monthly payment, we’re here to help. Please call the member services number on the back of your member ID card.

We look forward to continuing to serve you.
